Fix offline cards to use subjects instead of encounter

Cards with following titles - logic given in bracket

• [x] Demands to be Dispatched (Show count of demands which do not have Dispatch available for it)
• [x] Dispatches to be received (Show count of Dispatch subjects which do not have Dispatch receipt encounter available)
• [x] Received dispatches (Show count of Dispatch subjects which have the Dispatch receipt encounter available)
• [x] Activities done
• [x] Distributions done
• [x] Inventories

Make the dashboard appear on home screen

• [x] Go to user groups and Add the offline dashboard and mark it as a priority dashboard.
