Static pages for archiving completed tournaments

Once a tournament is completed, we don't need to depend on PHP. There
should be a way to have qbsql create a set of HTML files that can be hosted
somewhere permanently, without needing scripting or a database.

. While it would still be better to do this from within PHP and create, say, an 
HTML
file with all the files, the spidering method with wget will work in the 
meantime.
