Tie-breaker questions #16

There should be a way of showing tie breaker questions as different from
regular questions.

r36 and r37 provide a mechanism for rolling out a database change like this. 
Each
team will have a number of tie-breaker q's answered correctly, which will be
subtracted from the tossups answered count for the purposes of calculating bonus
conversion. This will be rolled out to existing tournaments, but they obviously 
won't
have the data filled in.
