Forfeit ties #33

The 2010 SCT host instructions say:
If *two* teams don't show up and face each other, enter that rare bird, the
"forfeit tie."

This is not currently possible. It also cannot be represented in the
SQBS-formatted output.

R. recommends the work-around:
"Just output a 0-0 (non-forfeit tie) with 0 TUH.  My code interprets
any such match as a "forfeit tie." "
This should be fine for now.
