What does this PR do?

create pr template

Summary of the changes

Created a markdown file required to automatically set up as a github pull request template.

Things done:

Created a .github folder and PULL_REQUEST_TEMPLATE.md file inside the folder, and added a sample markdown template

Steps to test

Open a pull request after this PR gets merged. :)
