Mention hardware/base requirements for tech development in tech's description

It would be helpful if techs that require a certain facility to develop 
specified this in their description -- for example, I thought it was a bug and 
I would be unable to finish the game because I couldn't develop fusion reactor 
before I had set up a base on the moon.  So, in the description for fusion 
reactor on the research page, add "Requires functional lunar base."  And so on 
for other such techs.

What version of the product are you using? On what operating system?

You may notice there is a [?] next to Fusion Reactor. If you click on it, a 
dialog shows up with a descriptive text that explains the location requirements 
for researching that technology. Was that what you were looking for?

To prevent users from having the same issue, the [?] label was made wider in 
commit a7a8265fcb81a7a35d220b2484febbe0a8709cfa, so now it is [ ??? ]. We hope 
this will make it more noticeable. Could you please test it?
