"Construction CPU" on CPU usage screen incorrect #89

What steps will reproduce the problem?
1. Start building something taking multiple days
2. Look at Construction CPU entry on CPU Usage side of finance screen

What is the expected output? What do you see instead?

It should show the amount of CPU which will go to bases today, but it shows
the total amount to complete everything under construction.

"Pool Overflow (Jobs)" appears to be correct.

What version of the product are you using? On what operating system?

SVN r944 on Gentoo Linux

The problem is actually that it displays the number of CPU seconds spent rather 
than
CPU days.
