Generalize tagging hierarchy #57

Im not sure a two-level Crop/Topic hierarchical tagging makes sense, and it
certainly doesnt generalize.  Consider flattening.  For ex. DSC's proposes
tags many of them are cross-crop.

This is totally a UI issue (i.e. nothing in the data model hardcodes this. Crop 
+ topic makes sense to me given the types of questions typically asked. DSC 
confirmed that crops were fine in an email on 5/31. Also, tagging with both is 
optional, so cross-crop is possible simply by leaving crop empty. And since we 
will be changing to get rid of mandatory tagging, there is ample flexibility.

Tagging is a new concept, I thought "categorizing" through fixed dropdowns was 
more familiar to our users. We can ease into tagging as the demand for it comes.
