Make Routing widget a multiselect box

Make the routing widget work as follows:

1. Always pre-populate with a multiselct box of all possible responders
2. If the message has been assigned responders already, highlight those.
3. When the message is tagged, assign responders based on routing algorithm if 
no responders have manually been assigned to date.
4. Otherwise, save any responders that are assigned, and do nothing if not
5. Get rid of call automatically; it isn't needed since you can not call anyone 
by deselecting all responders
