Add the ability to capture subnotes

Background

Currently, Changelogger is only able to have single depth release notes. There are cases where it makes sense to have sub bullets.

Scope of Work

• Add the ability to capture subnotes in changelogger
• Validate these notes work with all existing commands

Acceptance Criteria

• Changelogger can handle subnotes for all sections

I need to do a bit more research on this. I haven't been able to find any examples on line of other changelogs utilizing sub notes.
