This PR will provide a basic CI test to build, install and run dnsproxy superficially in a Linux environment.

WARNING: this PR depends of #8

I will fix the test and add a little improvement now.

Hummm.. Not needing a fix. The manpage is in right place now. I will send an improvement only.
