Include known NTIA categorization with the toolset #15

Tools from the repositories are broken down into main categories (Produce/Consume/Transform). I can take a look at sub-categorization (Build/Analyze/Edit etc) shortly after. Adding clarity on the type of SBOM supported (CycloneDX v. SPDX etc) might be another good improvement for a future date. I am happy to keep iterating on this if it is useful.
