Need a post /repo/:repo_name/change_set params[:name] #26

This will be an explicit step in the workflow for people to create a changeset when they start editing. Really not much on the frontend besides a form to let them input a name for their changeset.

Will do later today. I have a meeting in a bit, and I also have a web presentation tomorrow I need to spend some time on.

What this is doing is going to create the git branch the user will be working on, so all of their changes will be done on a topic branch and the pull request will just be that branch.
