Create initial front end shell #3

Thinking about using bootstrap and angular for a quick shell and then working on the design from there.

Yep, familiar with all of these frameworks. Does really matter which one we go with as in the end there will be a lot of custom CSS. If you rather go with Zurb for some reason, I have no objections but as far as I see it, its just for getting us up and running quickly to a point where we can begin to customize it.

Since we're going to be using Ruby, I'd prefer to go with a straight Sass based solution. Bootstrap-sass works, but it doesn't lend itself very well to customizations / tweaking the way Foundation does. We can also do semantic classes a bit easier.
