Make CSDMS interface work with point loads on non-rectangular grids #12

Not sure how to handle the BMI interface for this, but going to make a commit with a shot at it before asking for help from @mcflugen.

Done. Same format as what @mcflugen provided before, and my questions before were about how to handle q0, which has now been treated as an input-file-grid that may be parsed into qs (for gridded calculations) and q (for point loads not on grids), which makes more sense in general: different units. So I guess that while many of the changes of the past couple days have been needed, it really came down to satisfying the CSDMS need for consistent units. (Yes! A good thing.)
