Allow lat/lon inputs to work with the model #25

Another prerequisite for GRASS GIS; see the last comment on #6. This ticket is to remind me to integrate the lat/lon flag and radius of the Earth into:

f2d.py
configuration files (2D)
getters/setters. I should also make a lat/lon test -- perhaps do something near pole so I should see the tapering in dy affect flexure there
