Improve Design Spec #3

Improve the design spec to include "human english" descriptions of the various software components under development and more fully specify the project requirements.

Additionally:

Keep a rough outline of the API
Track additional features (eg. Super-chip8)
Plan project deliverables

Not really working on this right now so un-assigning myself.

API design is more or less finalized at this point, closing this issue as future documentation will go towards the report and website.
