Fix region usage in e2e tests

Problem

Follow up on https://github.com/aws-amplify/amplify-backend/pull/2206 .

New validation made data-auth-storage project unusable in local development.

Changes

Don't fallback to blank region.

Validation

Manual locally (as this is local dev env problem).
