Description of changes

Migrate the manually written interfaces for S3-control to the interfaces generated from AWS SDK, since the feature is launched already.
Set AllowedByApplication = true by default for internal listCallerAccessGrants API.
Update the dts-bundler script to bundle the s3-control client interfaces.
Update the dts-bundler script README with more detailed guides.
Fix the eslint to ignore the bundled dts files for custom clients.
