chore: Setting workflows runners to macos-12 #5317

Description of changes:

This PR sets the runners in our workflows to use macos-13, as many of them depend on x86-only mocks

Check points:

[ ] Added new tests to cover change, if needed
[ ] All unit tests pass
[ ] All integration tests pass
[ ] Updated CHANGELOG.md
[ ] Documentation update for the change if required
[ ] PR title conforms to conventional commit style
