fix: copy mapbox draw utils to util directory #2

Description of changes

Upgrade to mapbox-gl-draw v1.2.1
- v1.2.1 no longer has dependencies on fs or path
Because mapbox-gl-draw does not export utils or constants I have copied over the necesary utils and constants for maplibre-gl-draw-circle to this package so we can use v1.2.1
Tests currently failing, this is just for PoC
