Description of changes: Migrates the Travis continuous integration jobs to GitHub actions. Similar to: https://github.com/aws-cloudformation/aws-cloudformation-resource-providers-logs/pull/54 This is required because AWS-CloudFormation's Travis CI subscription has expired. So, Travis CI builds after 19-03-2021 in this repo are not finishing.
