Description of changes:

Refactor the AWS::Logs::Destination, AWS::Logs::MetricFilter and AWS::Logs::SubscriptionFilter handlers
Add linting
Add EMF metrics
Add root pom.xml
Update dependencies and fix packaging issues for the 3 handlers listed above
