[DBCluster] Removing the range validation from DBCluster ServerlessV2ScalingConfiguration #508

Description of changes: Removing the range validation from DBCluster ServerlessV2ScalingConfiguration. RDS Webservice will handle the validation and provide a more helpful error message if there is a problem.
