Description of changes:
The cfnresponse code is out of date from what the documentation indicates is the current code. This PR updates the code to match the source code described in https://docs.aws.amazon.com/AWSCloudFormation/latest/UserGuide/cfn-lambda-function-code-cfnresponsemodule.html#cfn-lambda-function-code-cfnresponsemodule-source
