I don't understand how you're supposed to use the managed rulesets. The documentation isn't straightforward at all. If I want to use a managed ruleset that already exists I have to create a fork and make a pull request? That means I have to make changes so I can make a pull, why if I want to use a ruleset that exists? Or I have to build the docker image and then copy things off that image to an image I've made? I don't understand this at all and it's not clear. The pull request template you have doesn't align with what you have either for the required info.
