Update cfn lint schema based rules for dynamic references

Issue #, if available: fix #3441

Description of changes:

• Update the schema filtering to allow being able to flip off and on dynamic references
• Update CfnLintJsonSchema based rules to not validate dynamic references
• Update E1050 to turn off cfn lint keywords to avoid calling other rules when validating dynamic references
