Description of changes:

This will use dependabot to check for updates against any of the github actions which this project uses on a monthly basis. If a newer version is found, dependabot will submit a pull request with a version bump in order to keep packages up-to-date.

Hey @jlosito Thanks for the contribution. Folks are getting back from vacation this week and should be able to take a look at this PR. I'll go ahead and add some reviewers.
