Add AwsCommunity::Account::AlternateContact #120

Description of changes: This adds the code for an AwsCommunity::Account::AlternateContact resource.

Note that for testing, the Operations contact can't be set in the account.

I did not test this (yet?) with an Organizations account, but I believe the code should work for that case too

I think it makes sense to have the pipeline separate, because the setup is pretty repository -specific or codepipeline specific
