Add an arn argument so that we can use submit-monitor for community events #64

Adding ARN as a parameter since GUID is not enough for community events where the ARN needs to have the AWS Account Number of the account that created the community race.

@larsll I have modified it to work like you suggested. However, I am having problems to submit today with this version and with yours as well. I guess something else is broken there.

That was odd. It submits ok now. Both versions.
