Remove openssl-devel to resolve OpenSSL error #14

There is a conflict between the latest Amazon Linux openssl-devel package and the OpenSSL FIPS module used by the Duo Authentication Proxy. https://github.com/aws-ia/cfn-ps-duo-mfa/issues/13

In our testing, removing this package resolves this conflict.

@mufaddalq The Duo Authentication Proxy doesn't use/require openssl-devel in any way, so I'm not sure why it was included in the docker image to begin with. In my testing there is no negative impact and everything works as expected.
