[Add-On] AppMesh Controller is not deployed with ArgoCD

Description

When deploying AppMesh Controller Add-On with the blueprint and trying to deploy it with ArgoCD 👍

  enable_argocd         = true
  argocd_manage_add_ons = true # Indicates that ArgoCD is responsible for managing/deploying Add-ons.

  enable_appmesh_controller = true

Then, the Addon is deployed with Terraform and does not uses ArgoCD

Expected behaviour

The deployment of the Helm Chart should be delegated to ArgoCD

Actual behaviour

The Addon is deployed normally with Terraform
