Better Soak Test Naming and Env Variables #79

Description

We found it to be useful to have the LISTEN_ADDRESS_PORT expose to the whole Soak Test workflow in the ADOT Ruby Soak Tests, so we move it up here.

Also, we improve the naming of the Soak Test workflow: We are not publishing any app, although we are publishing Soak Test results on the repo's gh-pages branch.
