Observability pattern for cost monitoring #127

Description of changes: This is a placeholder PR to share the work. currently i am facing an issue to get the queryURL from AMP. Kubecost needs this value like https://aps-workspaces.<region>.amazonaws.com/workspaces/<WS-ID>/api/v1/query One workaround could be adding the WS-ID value from env variables but looking for inputs.

Right now i have to first run this deployment. Then identify the Workspace ID and update cdk code, then deploy again. Not ideal definitely
