TAP 1.4.0 New Release Code Changes

Description of changes:

tap-setup-scripts: update all scripts to support both single and multi-cluster TAP deployments. All tap-values profiles and resources were added.
Added a new parameter TAPClusterArch in CFT
aws-tap-entrypoint-existing-vpc.template.yaml: update all AWS resources to support both single and multi-cluster TAP deployments based on the condition of the input parameter TAPClusterArch.
Several AWS resources were created to support all four EKS clusters.
Update Kubernetes to version 1.23 & added the required EBS CSI Driver Addon to all EKS clusters to install TAP
Updated TAP to version 1.4.0
Complete End-to-End validation of TAP 1.4.0 on single & multi cluster deployments

@tlindsay42 , Please take care of a few files during Merge.

submodules/quickstart-amazon-eks is not deleted. (I have created a separate branch main-tap14 to keep to avoid other local files diffs. ) . E2E test were run with locally building submodules.
scripts/init-submodules.sh is not modified.

PS: I have some difficulty excluding a few files in PR. Hence, I am not sure how to restore the above to the correct files.

Need to re-add the EKS submodule as it was deleted.

Not sure of how e2e tests worked without it. ?

Need to fix all of the ARNs to sub the AWS::Partition pseudo-parameter

Need to fix the parameter & output descriptions.
