Instance tagging and mounting FSxL to Cloud9 instance

Following fixes/additions:

• Fixed a bug in Cloud9-Bootstrap to mount the FSx File system to the cloud9 instance
• Fixed bugs in prolog script to allow tagging of instances
• Added IAM policy to compute nodes to allow prolog script to run and tag EC2 instances
