Introduces a first set of helper functions in a new notebook, that can be referenced by all other notebooks.

Pretty Print : Removes system headers from responses increasing response readability
Recreate Policy : Drops and re-creates policies, so that garbage policies are zeroed out and no cleanup is necessary
