This PR enables Q Business to act as a fallback option in the Meeting Assistant bot, both through chat and 'Ok assistant' commands.

Fixes existing Lambda hook function code to work with IAM restrictions
Includes instructions for manually created an IDC app to provide trust from Cognito to Q Business application
New template resources to deploy the Lambda function and provide necessary permissions.
