Build workflows failing because Node14 is past EOL #859

Describe the bug

Github actions for builds are failing because it is using the Node14 image for jsii/superchain.

Expected Behavior

Builds succeed.

Current Behavior

Builds fail because certain dependencies require node16+

Reproduction Steps

All PRs fail.

Possible Solution

update image to Node16/Node18
