AWSControlTowerBP-BASELINE-CLOUDTRAIL is no longer Deployed in CT 3.0 and later #25

As documented by Control Tower docs AWSControlTowerBP-BASELINE-CLOUDTRAIL is no longer deployed as of CT 3.0 which was release in July 26, 2022. As a result, not able to deploy this solution.

AWSControlTowerBP-BASELINE-CLOUDTRAIL (Not deployed in 3.0 and later)

It is not obvious if we change this to AWSControlTowerBP-BASELINE-CONFIG if this would still work...

I successfully changed manifest.yaml to refer to the AWSControlTowerBP-BASELINE-CLOUDWATCH stack and that stack's ARN from my organization master account and deployed this.

It's using that stack (whichever) to make a list of everywhere it's installed, assuming that will be all the places the flowlogs stack should be installed.
