Support for Terraform-only Deployment #725

Currently, the Terraform cid-dashboards module is implemented as a wrapper around CloudFormation. Creating this issue to gauge interest in adding support for a "pure Terraform" implementation of deployment of Cloud Intelligence Dashboards.

It would be great to have this natively implemented in Terraform! That would simplify the provisioning and management a lot!
