NICE DCV console session needs to start automatically when dcv server is started #14

Currently, the NICE DCV server session is not automatically started when the dcvserver service service is started. Rather a separate dcvsession service is used to start the DCV server console session, which is sub-optimal, and also prone to error.

Need the NICE DCV server console session to start automatically when dcvserver service is started. This requires updates to /etc/dcv/dcv.conf.
