Added updated glue-observability.json file #154

The glue-observability.json needs to have unique refId for the [Reliability] Job Run Errors Breakdown section in order for the piechart to show all of the errors in Grafana

Description of changes: changed the refId for the glue.errror.[error_category] in order to have a unique reference and to be properly displayed in Grafana
