feat(delivery-dispatch): instant sequential delivery provider performs dispatch and returns new object structure for job

• fixed a few issues with creating the docker image for instant-sequential dispatcher
• fixed data/bean class annotations and required overrides
• driver query client uses dynamic URL retreived from parameter store
• DispatchResult restructured to desired format
