ParallelCluster fails - Mission permissions #99

ParallelCluster stack failed to create due to missing permissions for DynamoDB and LogGroups. Other permissions can be missing.

Issue is affecting role attached to cloud9 to tag log group and prevents creation of different resources needed by AWS ParallelCluster.
