Latest version of PHP #78

The the instructions for the web autoscaling group in the template doesn't install the latest version of PHP (7.4).

Does the AMI support the latest version of PHP?

I was able to install php 7.3 by changing this template to the following

Long story short, I found another deployment file which installed 7.3 and adjusted the above following that one. I assume switching out 7.3 with 7.4 might work but didn't have time (web server was required urgently)
