Update Lambda Runtime and React to latest

Description of changes:

Updated the Lambda runtime for Java functions to Java 21
Updated the React web client to the latest versions which include significant changes to webpack, router, and open ssl
Updated the API Gateway Lambda Authorizer to use Auth0's JWT library for compatibility with the updated Java runtime
