Add npm publish

[brhook-aws]

Description

Added in two scripts for the AWS Amplify Publisher and Open Source Hosts plugins to publish to NPM.

Note

• Since we don't have npm workspaces set up, we need a unique script for each sub-package. Once we add workspace support, we can combine these two actions
• --access public is necessary because we are a scoped package and it needs to be set to work properly
• secrets.NPM_TOKEN Does not yet exist in this package, but will be added soon

Testing done

• Created a separate branch with changing the command to on push of branch https://github.com/brhook-aws/aws-tools-for-babylonjs-editor/runs/6264045211?check_suite_focus=true
