Description of changes:

CloudFront does not support standard log delivery in all regions, skip defining the logging config in unsupported regions. Refer to https://docs.aws.amazon.com/AmazonCloudFront/latest/DeveloperGuide/AccessLogs.html#access-logs-choosing-s3-bucket
