Tracking COAST Deployment #11

Track number of deployment for COAST in non-Isengard AWS Accounts.

Please see this code snippet which is used by Observability accelerator to track usage. It maps on to a QS ID to a Quicksight ID for auto dashboarding. This is how usage is tracked.
